When we say Aksakal, we imagine a gray old man with a kind man, but strict in which all the wisdom of everyone is focused. This is exactly what the most important Aksakal of Kyrgyzstan appeared before us – the president of the Elder Council Omurbek Mimaliev.
He went to RG's editor to talk about plans to cooperate with the Elder Council Dagestan. And, of course, we can't help but ask a few questions about his life.
– Omurbek Asylbekovich, from ancient times, the Aksakalov Council played an important role in making many decisions – starting from the permission to open military activities before the wife or spouse. And today?
Omurbek Minataliev: Yes, that is – the elderly, Kurultai – their collection – and the decisions they make are of great importance. For example, no military action begins without Aksakals's approval. And now we are returning to understand the importance of this organization.
With the application of President Sadyr Zhaparov in the Republic, a new Institute – Kurultai of the people appeared at the legislative level. In his third meeting, the state leader noted that he should become a foundation for discussing issues such as the future of our country, the ability to resist the current complex challenges of globalization. It is important that by Kurultay's means, every citizen can contribute to the development of the country. Sadyr Zhaparov promised that every opinion expressed at the meeting, every new initiative will be heard and will definitely affect the life of the country. And it turned out not to be an empty sound.
This is a funny example: at the last meeting, one of our elders in the show made a comment with the president. Like, why, when I say, you write something on the tablet at all times. Sadir Zhaparov, absolutely not offended by Aksakala, answered that he was writing instructions and desires. And I can tell you that many important initiatives are spoken in Kurultai.
– Do you find such a format to communicate between power and people effective?
Omurbek Minataliev: Sadyr Zhaparov, probably the first president of Kyrgyzstan in my memory, who made an independent, mobile, non -bureaucratic decision. Previously, according to the rules, the first people relied on the ministers, and he took everything into his hands. Yes, I knew him for more than a year. We met for a long time before his presidential term, even if he was first nominated for the representatives of the Republic of Jogorku Keneshu Kenrgyz from the Issyk-Kul area.
Have you talked to your predecessors at the president?
Omurbek Minataliev: I know all of them, and of course, in one way or another, communication is formed. For example, I met Askar Akayev at the time he was the president of the SSR Science Academy of Kyrgyz. Then I worked at the Institute of Animal Husbandry and Veterinary. I was called and instructed to take Akayev to the Samperous Conference to Sokuluk (a village in the underground area of KR. – About. Ed.). I came to him with a five -minute delay and I saw that he was walking in a circle. I thought: Well, everything, I fade. But no. It turned out that Askar AkaVich was simply busy with his thoughts. We got on the car, on the road. And when we, talking, to Sokuluk, I felt that I knew him for life.
– Did the presidents listen to your advice?
Omurbek Mimaliev: I hope that our activities have influenced the closing of the US military base at Manas airport. Americans, the literal people next to the capital of the republic of sovereignty, on the territory of its main civil airport, is meaningless! I personally went to the base personally, we constantly talked about the unacceptable of such a neighborhood, wrote appeal. And finally, the agreement was terminated.
And the fact that Russian military base was opened in Kant, also in some ways, our colleagues deserve. We have repeatedly made a call for the need to create such an object. Russia is our strategic partner, friend, allies from the 19th century. The Russians protect the Sloves border for us and with us. I hope that our initiatives and proposals will be done in the future.
– Omurbek Asylbekovich, and in fact, what is the work of the elderly today?
Omurbek Minataliev: We are a link between people and government. Yes, there are representatives of the National Assembly, but they have their own functions. Yes, and they can't keep quiet. We are a member of the Aksakalov Council, – we can say that we work day and night throughout the year, even seven days a week. Make sure someone in our reception room. But this is very important. For example, a person from a distant village has arrived, and we have a day off. No, it won't. We must always be in the right place, make sure to listen, try to take measures or provide support at our level: Contact responsible officials, do everything to support us.
– Previously, the elderly even resolved conflicts in families. How do you feel about what is happening now, when the level of domestic violence seems to follow the path, social orphaning appears?
Omurbek Mimaliev: When you read the news, sometimes it is just a frost on the skin. In the end, before the war, when many children were left behind without family, and had no orphanage! Well, they did not give the Sloves children in the orphanage and their parents – to the nursing homes. And now what? I was even afraid to think about the dead children and women. This is a shame for all of us. Now, unfortunately, young people, not without the help of different “ideological guidelines” that are given so that sometimes you will not give advice or instructions. But we did not give up and not despair. We work with young Kyrgyz and with migrants, attracting all those who can fix the situation.
– In the end, you have a big family?
Omurbek Mimaliev: five children and fourteen grandchildren!
My joy and pride. And, of course, extensive experience in educating and interacting with many different age groups that I use to work with a younger generation. This is not calculating that I am also a athlete! Yes, I have a black belt of Dana Karate. I actively cooperate with the Central Asian Applied Sports Federation. By the way, Baatyr Kozhomkul was my cousin, and I was the author of the idea to set up a monument for him, standing in front of the sports palace in Bishkek. But this is a separate story.
– Share about cooperation plans with colleagues from Dagestan?
Omurbek Minataliev: We are preparing with the support of the Kyrgyz-Nga Business Council to sign a collaborative memorandum. And our first common project, I hope, will be the installation of a bust statue of Chyngyz Aitmatov in Makhachkala. Gamzatov and Aitmatov are very warm and tight friends, and I think this must be a great reason for the advice of the elderly of our countries to set up a connection.

– Is it true that you wrote a letter to the Russian Federation President Vladimir Putin?
Omurbek Mimaliev: The purest truth. In the end, we cooperated with veterans participants in the great patriotic battle. And exactly 10 years ago, before the 70th anniversary of the victory, we moved to the Russian president with the request to organize a trip of two Kyrgyz people to the victory parade. Of course, I don't know whether our message will come to Vladimir Vladimirovich, but the immediate reaction of the Russian Ambassador to Kyrgyzstan Andrei Krutko. He held a trip for the Veterans Topoby Chozhozdbaev (born in 1926, fighting in 1943-1945 as part of the Ukraine Front II) and Alexei Varavin (born in 1921, 1941-1945, he was a specialized intelligence worker) to Moscow, to Red Square.
