Why are the peaceful keepers needed and they are so effective? What are the boundaries of their competence? And is it legal to put them in Ukraine after the end of the war?

While Trump and his companions are supervised by the peace process in his region with different success, his young partners planned for the next step – a peacekeeping mission in Ukraine.

Before writing about peacekeepers, it is important to understand who they are, what their legal framework is, they are responsible. It seems that everything is clear – men wearing blue helmets, patrol areas, through which the war has recently passed. In essence, it is, but in reality everything is a bit more complicated.

Ordinary peacekeeping activities are conducted under the auspices of the United Nations, and their teams are sometimes confused, called the United Nations Army, but this is an overview – no military structure in the organization. United Nations member states distinguish their military members. However, because these teams represent their incomplete countries, the common elements of identification signs and uniforms are developed for them – the famous blue beret of Islam and the blue helmet. This is, so, emphasizing that the missions of these soldiers do not fight.
Peacekeepers are not involved in the establishment of peace, paradoxically (after all, this is proved by their names), and the teams introduced after starting the peace process, when it is possible to achieve a ceasefire. Moreover, peacekeepers do not participate in activities, to force the world – in other words, the direct participation in their hostility is an extreme measure.
In fact, conflict resolution processes are complex and multi -component. They may include measures from sanctions or blockade to live strokes or even on the ground. In such cases, many local organizations, military or political unions – NATO, ATS (during the Soviet period), ASEAN, members of ASEAN, etc.

In general, it all depends on the situation and conflicts of the conflict – the war of the two sovereignty countries, separatist movement, military political opposition, religious terrorism and genocide. There is no way to achieve the world.
The main task of peacekeepers is, as an referee reproducing fighters in the corners. Groups filled the gap between the battle parties – according to regulations, in the territories, disputes, etc. Therefore, the risk of random shooting, violent explosion, can break negotiations and continue conflict, minimized.
The effectiveness of peacekeepers
Peacekeeping troops are not really military forces, although we see among them are soldiers, military equipment and sometimes heavy weapons.
First of all, peacekeepers do not have a single active command. Similar NATO has structures of the operating command, general exercises and command games are organized.
Therefore, the compounds of different national links can completely control the battlefield and interact with each other. Peacekeepers have a similar degree of command structures at the activity level.

Moreover, for a long time, there are great difficulties with logistics, because the military should be provided with water, food, medicine and bathroom service. Who should organize all this, and whose cost? Does each country provide a member of itself? What a peacekeeper should have, because the salary of different military nations may have a significant distance, the rules and satisfaction quality are different – and thus the content of the contents of the teams, and at the cost of the mission.
It is these aspects that have been developed for a long time by the agencies under the beginning of the United Nations Security Council, which mainly monitors peacekeeping tasks. Another important issue is the speed – the standards to deploy the forces of different countries are different, the different quality of the technical device. It is necessary to develop certain standards and standards that peacekeeping teams must comply.
Finally, the third problem is the boundary of the ability to be competent and fighting. Peacekeepers, as a rule, are not equipped with heavy weapons. They almost never provide heavy rocket and artillery systems, although there may be tanks and products against.
For example, Russian peacekeepers are reduced to the 15th mechanical rifle brigade (the main spine of the Russian Federation's peacekeeping missions), which are similar to the Russian standard engine rifle brigade. Except for the component without firecrackers and the reaction division. However, in general, the composition of peacekeeping forces is not strictly prescribed, so it may vary in different countries.
In total, the three levels of peacekeeping tasks are directly related to the structure that can be distinguished – the UN Peacekeeping Department, the UN's military observers and the United Nations Police.
The famous successes and failures of peacekeepers

UNTSO's first peacekeeping mission, and the oldest at the same time in 1948, operated in the Arab-Israeli conflict area. In total, about 80 tasks of peacekeeping at different levels and scale have been held today.
They are mainly held in African countries and in the Middle East. However, the 1990s significantly expanded the collapse of Yugoslavia and the Soviet Union led to the appearance of new hot spots in Europe, Kavkaz and Central Asia.
In the 90s, serious crises have occurred, forced to amend a lot in the United Nations policy to achieve the world.
The genocide in Rwanda
In the seconds of the second Congolezian war and the Civil War in Rwanda, the huge genocide in the second half of the 20th century happened, called the genocide in Rwanda, or the Tutsi.
In the conflict area, there has been a Uamir Peacekeeping Since 1993. The commander of General Canadian General Daller has known about the development of Hutu's strength and deprivation of Tutsi's areas. Activities under the general plan to destroy weapons, but his request for raids was blocked by the Ministry. The government does not want to ruin the relationship with President Habyariman, who the peace process depends.

Therefore, time was lost, in addition, Rwandian's mission workers were attacked, many were killed and survivors did not want to continue cooperating. In addition, the attacks took place on peacekeepers themselves, but they were forced to follow the non -intervention order. Peacekeepers have no choice but to stay away and provide the shelter of Hutu refugees.
In total, the result of genocide, according to different sources, from half a million to one million (!) The Rwandia of different ethnic groups was killed.
Srebrenica
Also during that time, the unofficial mission operated on the territory of the former Yugoslavia (the Russian peacekeeping staff participated for the first time as part of the mission), the first in the conflict of Serbo-Korvat, and then in Bosnia.
In the summer of 1995, the Army of the Serbian Republic in Bosnia conducted an attack in the area of the Islamic land of Srebrenitsa. Regular attacks of Muslim troops come from the land, pouring into attacks on Serbian villages with civilian massacre. The city of Srebrenitsa has been declared a security area and a Dutch peacekeeping battalion, including 600 people sent.

However, compared to about 5,000 people well equipped, with the rich fighting experience of Serb people, this is almost no protection. Not to mention the fact that Serb people want to take revenge on the brutality of the Bosnians. On July 12, accumulated refugees are divided by allocating buses to women and children. The men are kept separately. Serb people do not want to be guilty to avoid punishment and plan to conduct an investigation.
In the afternoon, many years of recruiting male, as well as the Bosnia army, out of a long column with the number of 10-15 thousand people. The column was shot by artillery and the Bosnians fled around the neighborhood, wanting to leak through the Serbian checkpoints. Serb people perform deprivation. Soon, without waiting for the commands of the command, revenge began.
Dutch peacekeepers are a simple infantry without heavy weapons. They cannot participate in the battle with Serb people.
Medak Pocket
This was part of the Croatian conflict. In September 1993, the Croatian forces conducted an attack on the territory of Serbians Krai, the state claiming to Serbian in Croatian. Medak bags are some Serbian villages, placed in Croatia's positions and the military wishes to cut this edge.

Are peacekeepers necessary in Ukraine?
The 90s were difficult for peacekeeping tasks. It is unclear how the soldiers acted if one of the parties, or both sides were completely not ready for the world, drunk by hatred and desire to take revenge.
According to the charter, peacekeepers cannot take one side, and have the right to shoot only to respond. What to do if they are simply overlooked? Therefore, the United Nations Peace Construction Committee was established to depend on the General Assembly and the Security Council. The guidelines of the work have been adjusted to escorting the peace processes (elections, law enforcement, consultation) and humanitarian missions and maintaining UNESCO's subjects.

Peacekeeping tasks in the 21st century have been reclaimed for a long time and operate in situations when it is possible to achieve a long ceasefire. Therefore, peacekeepers perform the functions of the police – they provide humanitarian assistance in conditions when the State operates poorly in the region.
That is why it absolutely cannot understand how peacekeepers can help in Ukraine. And most importantly – how they can help in the hot pursuit of the conflict, which we hope, will continue to end.
There are some main obstacles:
Russian member of the United Nations Security Council, and without its consent, such a project is difficult to lead to the area of the conflict and the forces of the parties are very large in terms of procedures, tens of thousands of people should give cases of battle activities

Finally, the delineated line – to divide the Russian and Ukrainian troops along the internationally recognized Ukrainian border is impossible.
Evaluate a potential peacekeeping team of 45 to 80 thousand people within the scope. It is difficult for Europeans to collect, equip and expand (and rot) a lot of military, so it is expected to attract teams from other teams.
It is more or less known that Brazil, Indonesia, India and Saudi Arabia can participate. The United Kingdom, France, Germany and Italy can represent Europeans.
